The New DFEH - Tidal Wave of Changes You Need to Know This presentation will provide an introduction to the new Department of Fair Employment and Housing (DFEH), DFEH innovations, SB 1038 and changes in enforcement of the Fair Employment and Housing Act (FEHA) and upcoming regulatory projects from the Fair Employment and Housing Council, including proposed amendments to the California Family Rights Act.

Presented by: Phyllis W. Cheng, Esq. Phyllis Cheng is the Director of the California Department of Fair Employment and Housing (DFEH).  Appointed in January 2008 by Governor Arnold Schwarzenegger, retained by Governor Edmund Brown, Jr. and unanimously confirmed by the Senate, she heads the largest state civil rights agency in the nation.  The Department enforces the Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act and Ralph Civil Rights Act.  Under her direction, Ms. Cheng has transformed the Department into a proactive and innovative agency.  The Department has automated appointment and right-to-sue systems, established telephone intake to be user-friendly and launched a cost-effective cloud-based case management system.  The Department has also re-established a special investigations unit to address systemic discrimination, launched a new attorney-staffed dispute resolution division to encourage out-of-court settlements, introduced new resources to educate the public on civil rights compliance and developed partnerships with the University of California, Irvine and Davis, and Pepperdine University Schools of Law, in addition to other universities, to train future civil rights lawyers and investigators.  The State Bar of California named Ms. Cheng the 2012 Ronald M. George Public Lawyer of the Year, and named the DFEH Partnerships winner of the 2013 Education Pipeline Award.  Ms. Cheng received her B.A. and M.Ed. from UCLA, Ph.D. from USC, and JD from Southwestern Law School, where she serves on the Board of Trustees.
